I am sorry to see that you discovered blisters on you penis. Those blisters are more than likely herpes. This is a sexually transmitted disorder and needs to be treated with oral viral medication.
I would recommend seeing your medical provider as soon as possible and having the blisters cultured. Once the the diagnosis is confirmed then you will be started on oral antiviral medication that will treat this outbreak and prevent future outbreaks.
In summary
1. Blisters herpes
2. See your medical provider
3. Sexually transmitted disease not contracted from the rest room
4. Start oral antiviral medication
Hope I have answered your query. Let me know if I can assist you further.
