What Causes Blood Rush From The Neck To The Brain?

I have had this since my late 20 s and no one can tell me what s going on. I get this rush up the back of my neck to my brain were I feel like I get zap and then it explodes my whole brain. Then I fall to the left. They did an Mir to make sure blood flow was good and that is fine. I get crawling feelings on my he d like bugs are crawling on it. I also get this pain around my mid section like a belt being tightened and it s painful. Any help please??
