What Causes Blue Coloration Of Limbs And Frequent Seizures?

My son has been experiencing bluish limbs over the last few months. At first we felt it was a circulatory issue as he does have a pediatric neurotransmitter disease. He was born with a smal hole in the heart which we were told was not significant and would eventually close on it s own. He also suffers from epilipsy. Just recently his seizures have increase dramatically with no indication why. I am wondering if the blue coloring we are seeing more and more in his limbs may be an indication of a cardio or pulmonary issue that may be increasing his seizure activity?
