What Causes Bump On The Ankle?

Hello, I have a bump on the right side of my left ankle, right above the joint area. It is very soft and gives away a little pain upon touch. On the left side, in the soft area next to the joint, I have a same spot. This one does not pain right away, but more of a radiates back to the spot on the right side.

It feels like a vessel, but I am not sure. The left side area has a scar-like tiny circles (around three). I do not known whether I should be alarmed by this condition, or just let it heal. I sense this consciously maybe for a week.
