I have a blisterlike bump on the first knuckle of my index finger. It appeared rather rapidly and I thought it was due to arthritis, but over this weekend, it has developed more bumps and seems to be filled with fluid. What is it? And do I need to see my doctor?

The diagnosis and treatment of these bumps might not be possible to be elaborated over net without having a physical examination of the same. Therefore, yes ! I would advise you to see the orthopedic specialist in your area. If there is pain, you could go for some anti inflammatory drug for the time being. I would also advise you to get routine blood tests like CBC, RA factor, ESR before rushing to the specialist.
