What Causes Bumps And Inflammation On The Testicles?

Hello. My boyfriend and I both have a history of getting cold sores on our mouths. Some time ago, he got one and a week after it had healed we kissed and engaged in oral sex. A few days later, I got a cold sore on my mouth and a week after that, the skin on my boyfriend's testicles became inflamed. Our first panicked thought was that the herpes virus had transferred over during oral, but the morphology has been strange and erratic, as compared to what we have read about genital herpes online. There were a few bumps at first that could have been blisters, but they were skin colored and went away after a while without opening. Mostly it has been the surface tissue repeatedly becoming inflamed and then going away, especially after he exercises or showers. His doctor put him on valacyclovir but it hasn't done anything. It has been 8 weeks, and finally he had a range of STD tests done, including the herpes one, all of which have come back negative. He also had an antibody test done, which came back positive, but this could just be from when he had one on his lip, since we were led to understand that the antibodies stay in your system for up to 3 months. He also has a history of getting jock itch once or twice a year, but with the timing of the whole incident, we just aren't sure what this could be. The tissue is still inflamed and is now rough-looking but there haven't been any blisters other than what happened towards the beginning, and even those weren't for sure. Are there any other tests that can be taken to find out what this is? Is it possible that it isn't even herpes?
