What Causes Bumps On Penis And Scrotum?

I am going through puberty and I have these bumps (many of them) on my penis and scrotum. I learned that it was just acne but I am worried if it is genital warts caused by HPV. I have done nothing that could give me a sexually transmitted disease directly (no masterbation or intercourse.) What are these bumps?

Hi,

I feel it might be Fordyce granules, which are visible sebaceous glands that are present in most individuals. They are not associated with any illness, but represent a natural occurrence on the body. They do not need any treatment. I would not advise you to scratch it, as it increases the risk of infection.
