What Causes Chest Congestion And Watery Eyes?

I have congestion, spit up alot of phlem, I get sores on my head that are painfull some big others small, they come and go. Tired all the time. Eyes water all the time, they itch and sting. Rash in crotch area and arm pit area that comes and goes. Wake up really thirsty every night, very dry mouth. went to allergest, two different ones said i was allergic to dust. House is very clean. what can i do when my doctor tells me its nothing to worry about. and this has been going on for over ten years, and the symptoms get worse every year?
