What Causes Cold, Congestion, Runny Nose With Eyes Cyanosis?

I have an almost 8 month old infant who appears to have a cold...no fever just congestion and runny nose(green). He is sleeping 12 hours at night and taking 3 1-2 hour naps during the day(this is normal for him). The last couple of days he has been showing signs of having black eyes--bluish-red cirlces under both eyes...should I be concerned????
