What Causes Dark Circles Along With Welts Around The Eyes?

Hi, my name is Chris and i have some skin issues dealing with my face. I have dark rings/bags under my eyes that never go away and iv had them for years and yes i get as much sleep as i can but i do have a sleeping pro lem where i can only get about 2-4 hrs of sleep maximum a night my eye sockets are extremely sunk in. My second issue is that under my eyes like around my nose i have a redness and sometimes get redish white welts not zits or pimple but welts. Is this sinus related? Can you tell what to do about it and something i havent already heard please

Well come to HCM
Periorbital dark circle is very common condition and this could be due to many reasons, like this could be due to "Hereditary, allergic condition, fatigue, functional elements, anemia, chronic illness, and others, underlying cause would matters here, else this can be managed with Hydroquinone cream, hope this information helps, take care.
