What Causes Dark Spots On Penis That Look Like Freckles?

My husband has some dark spots on his penis that look a bit like large freckles or moles. The spots started out with just a few here and there, now there are a lot of spots and one big patch of spots. Should he see a dermatologist or some other specialist? What could be wrong?

Dermatologist's opinion is required as it is skin related plus as the number of spots are increasing.
In skin disorder it is very difficult to have some idea about whats going on without inspecting the spot.
