What Causes Delayed Menstruation And White Flaky Skin Near Vagina?

i havent got me period for almost 5 months now. i did the pregnancy test but the result is negative and one thing that im terribly worried about is that white flaky dead skin i think is growing around my clit area. what could it be ad how could i cure it.
