What Causes Delayed Periods With Negative HPT After Going Of Birth Control?

I have been of birth control for 3 months and have had 3 normal periods. It is now time when I should be getting my period and I have not. I have taken 2 pregnancy tests and both have been negative. I have been getting my period every 24-25 days and I am now at day 28 is this normal.
