What Causes Difficulty In Moving The Arm?

My father is feeling weakness on his left side. He is also having slight difficulty in moving his left arm though he is able to move it. He is also having some memory issues. All this has been happening in last 1 week. He had undergone Chemotherapy for Non-Hpdgkin's Lymphoma more than a year back and had been operated for heart issues a couple of years back.
