What Causes Difficulty In Urination After Removal Of Catheter?

My husband is 72 y.o., history of aspiration x4 (aspiration pneumonia) since Dec. 25. At last ER visit due to aspiration, he was so out of it that they inserted a catheter. When catheter was removed 2 days later, he has been unable to urinate on his own. Urine is very dark with lots of sediments. Been back to ER, they removed catheter for 5 hrs, still no urine. Reinserted catheter referred us to a urologist to call on Monday for appt. He is having lots of pain in the top part of the penis where the catheter is inserted. No need to return to ER since we have to see a urologist for a diagnosis. Any idea what s going on?
