What Causes Disorientation Of Feet Leading To Pain In Legs?

My husband, now 80, has difficulty walking, pain in the legs, shuffles, and sometimes walks with his feet pointed out at a 45 degree angle. Insurance has denied an MRI. He has seen a chiropractor, but the pain is still there. He will be seeing a physical therapist, but I think the problem is not just aging. I feel that he has a spinal problem that is not going to be relieved without seeing an orthopedic surgeon. This problem has gone on for over a year. He talks about it every day, but little progress has been made in diagnosing the cause of this problem.
