What Causes Dizziness Along With Poor Memory?

My mom is having dizzy spells. Actually, she is dizzy all the time. Lately her memory has gotten much worse and her vision is changing. Also, her left arm has gone numb 3 times. She is 88, with a bad heart. Her doctors can t seem to give us any answers.
