What Causes Dizziness Upon Turning The Head To The Left?

my husband has been having spells of dizziness lately. he says it usually happens when he turns his head to the left, and he says his arms have been tingling and he says he can almost literally feel his heartbeat to the point of distraction. Could he have an inner ear infection? if not, what could be causing this.
