What Causes Double Vision After Mastectomy?

I have a friend who had a mastectomy a few weeks ago. Since then she has experienced double vision and dancing pupils. She is unable to drive or maneuver very well. Is this a side effect from the anesthetic or could she have had a slight stroke?
