What Causes Double Vision With Stiffness Behind The Neck?

when I look at the Horizon I see a double horizon but if I tilt my head upward there is a tightness at the back of my neck above my shoulder and my vision is normal when viewing objects at a extreme distance, otherwise I do not have this problem

Consult a neurologist and get evaluated. You have to get an MRI scan win MR angiogram to rule out conditions like vascular compression.
