What Causes Dry, Itchy And Swollen Lips?

I have been experiencing extremely dry, itchy and swollen lips for about 3 weeks....is it possible that I am over-dehydrated?? I have been attempting to intake several bottles of water a day, to compensate, but the symptoms still bother me?? Could I be allergic to my cat??? I have ceased using over-the-counter diet and sleeping pills. I am 63 and disabled.

According to your complaints it could be due to hot winds, cold dry weather, allergy to any food or toothpaste , excessive sun exposure or intake of certain medicines.
