Itching on the shins isn t something that you can take easy. You need proper assessment for it by a dermatologist. As far I get from you history it seems to be Dermatitis or Psoriasis. Dermatitis is the itching of the patch on the skin which may be allergic or contact i.e it may be because of some irritant that when comes in contact leads to this itching and scaling. Psoriasis is another skin disease which is a bit serious in a way that it needs proper evaluation and prolong treatment. It also presents in the similar way and is common on the shin area. You need to identify the causative agent in case if dermatitis and proper moisturiser will work. In case if psoriasis proper treatment will be started.
