What Causes Dry Penis?

Hi, I have dryness on my penis head and all over shaft I used some medication to get rid of it but I had to stop using it after 7 days, I m a frequent masterbater and the dryness has come back to me now I don t know what to do, my doctor said to put on Vaseline if the dryness ever comes back after the prescribed medication.
