What Causes Dry Skin Between The Anus And Vagina?

I am trying to figure out whether I have a yeast infection. I have very dry flaky skin in my crotch area, around my vagina and between my butt. Even though it is dry, I have leakage, which makes it damp. It gets raw whenever I wear panties and especially pads.
