What Causes Dry Skin Pigmentation On Outside Of Vagina?

There seems to be blotchy and dry skin pigmentation on the outside of my vagina and I have just noticed some of the same smaller spots on my lower back on the left? i have fair skin and the tone of the pigmentation looks like very light freckles would.
