What Causes Dry Skin With Burning Sensation After A Cut On Penis?

I have had cuts on the shaft and under the head of my penis
for almost a month. The head was red and the burning. I used A&D ointment and it seemed to get better, but now its like dry skin just rubs of in my fingertips and a slight burning sensation. What is going on?
