What Causes Edema And Hypoglycemia In A Motor Function Disabled Person?

My wife is 32.5 years old and the motor function of her brain is disabled by born. As a result she can't walk. We have one healthy baby girl of 7 yeas old.
She is suffering from edema and some symptom like hypoglycemia in recent years. But Bangladeshi doctor couldn't pinpoint the exact cause.
Please advice which doctor can help us
