What Causes Edema On Collar Bone With Left Arm Size Difference?

I have edema on upper left collar bone and my left arm is larger than my right and also a bit red. Have had ct scan on neck and chest, and ultrasound also. both have been negative with nothing abnormal showing. I have a pacemaker and everything has checked out fine with that also. I am told to just wait and see.
