What Causes Electric Shock Feeling After Bending Arm?

Hi, Whenever i bend my arm Fully outwards i get an electric shock kinda feel in the forearm and if i flex it inwards i get the same, and if i like "pump" my blood by flexing my fingers i get "Pumps" Of shocks in my right arm, Im 17 Should i be worried?
