What Causes Electric-shock Like Pain In The Knee Cap?

This past week, my left knee cap, on the top 1/3 has electric type shock but it appears to be between the skin and bone. Rubbing or moving it does not stop it. It is not muscular nor bone pain but is excruciating for 1 to 2 seconds. i have no idea what is causing this.
