What Causes Electrical Shocks In The Hand?

i started getting these electrical shocks in my left hand about two weeks ago i had thisABOUT tWO years ago and i saw a neuroligist and he did an emg and found nothing wrong but its back again but worse what could this be and what test do i request ?
