What Causes Electrifying Sensation In Left Inner Leg?

I have a quick question. I have just recently started having this unusual sensation in my left leg. When I rub or brush up against the inside of my left knee on the inner side, I can feel a strange static feeling down the whole inside of my left leg, almost like hairs are standing up. What could be causing this? I have also been getting body twitches only on the left side of my body.
