What Causes Elevated BP Along With Numbness In The Tongue And Watery Eyes?

My husband is having several symptoms, one eye blinking/ twitching, watery eyes, congestion, his mouth is pulled up making speech difficult. He has numbness in my mouth/tongue making eating/drinking difficult. BP is 140/80, pulse 74, pupils normal and reactive. He can hold both arms at 90degrees without weakness.

It is possible that his symptoms are due to a combination of issues. It would be best for him to be assessed by his doctor.
Numbness can be due to issues with blood or nerve supply. Abnormal function of the nerves can also contribute to the difficulty with speech or this can be structural. It would really be best for him to be seen by his doctor. He would need a thorough physical examination. Imaging would also be needed as well example a CT scan.
