I can understand your concern for your family member.
Incomplete data like age, gender, purpose of doing the lab test C reactive protein, results of other tests and presenting problem.

High levels of C reactive protein with a history of passing blood in the stool is suggestive of inflammatory bowel disease like ulcerative colitis.

Your family member needs to be evaluated further by a gastroenterologist, an endoscopic examination of the colon with biopsy, CBC & ESR may be needed to confirm the diagnosis.
