What Causes Feeling Of Feet Being Hot All The Time?

My four year old son complains daily of his feet being hot. Although, to the touch, they seem cold to me. He just complained to me again, and he is not wearing socks, and his feet feel cold. He is a healthy little guy, so just curious as to why his feet seem to feel hot to him all the time.
