What Causes Fluctuation In Blood Pressure Levels?

My doctor changed my BP meds 8 days ago. After 3 days she had me start taking both meds (one in morning, other 3 hours later). Since then with activity my BP is 120 s/80/s, but when at rest it is 90 s/60 s. When I went to the ER, with my nerves my BP was normal and they sent me home. I cannot see my Doctor until Monday. My question is at what BP reading do I need to be concerned (my last reading was 98/59). Right now, when it s low I get up and walk around for a few minutes and it s back up again, but back down just as fast when at rest.
