What Causes Fluid Discharge From Legs While On Defibrillator?

My friend, 85, has a bad heart condition and has a defibrulator. she has slight swelling in her legs. Today she woke and found that she has fluid coming out of her leg but no bruising or open sores. Just coming out of her leg. What do you suggest this could be and what type of Dr to see.

This could be from congestive heart failure or a low protein in the blood issue
She needs to see a cardiologist for this
