What Causes Fluttering From The Neck Down The Arm?

I have recurring fluttering beginning in my right side of neck near collar bone and traveling down my right arm. It does not hurt, but odes make me worry. Do you have any idea if this is something I should be concerned about or should see a doctor about. I have blood work done every 4 months because my doctor is monitoring uric acid levels and triglycerides. I have been suffering episodes of gout since last April with antiinflamatory drugs helping, recently.
