What Causes Fluttering On Arms With Face And Legs?

I have COPD I have had fluttering on my arms face and legs. Enphazema Is what I am pretty sure I have. My age is 57 and weight is probably 175 lbs give or take. I have usually by June 1st of each year been to prompt care for steroids, anitbiotics and breathing treatments. I've never had fluttering going on with my skin. Can you tell me what this might be?
