What Causes Hand Tremors And Swelling In Right Foot While Having Arthritis?

My father has a hand tremor that has developed recently - and he is now seeing loss of strength and swelling. The swelling is also happening in his right leg/foot. He is 67 years old and did survive a brain aneurysm 10 years ago, and has arthritis. He is on medication for high blood pressure. Wondering if this is potential sign of Parkinson s or something else?
