What Causes Hanging Lump On Lip?

I am 35 and have had this hanging lump on my lip since i was 22. it started out really itchy and burned then it just kind of grew. it doesn't really grow now but i am getting married and want to remove it. i have been checked for cancer but those tests all came back negative. it is flesh colored and when i push on it it fills like it is filled with fluid. there is a small space between it and my lip flesh. Is it a skin tag?

You may be having hemangioma or lymphangioma which can easily be removed by surgery. Operation is minor and no risk.
