What Causes Head Tingling, Arm Numbness And Difficulty Talking?

I have been getting electric shock type feelings in my head last night and then my left arm become numb and having trouble talking a bit. I went to the hospital last night they did blood work and a brain scan and everything was OK. This happened also last year after I did a flu shot. And now I'm taking Avelox for a sinus infection. Could it be the medication or did I have a mini stroke.
