Dear User,
Thanks for using HCM.

The available description points toward possibility of sinusitis which is kind of upper respiratory tract infections and gets exacerbated on exposure to cold air. In other words it is cold air but the existing sinusitis which causes flare up and headache.

In my opinion it will be appropriate to see a ENT. He may ask for Xray sinuses and other blood investigations for final diagnosis and treatment.

I hope this helps you.
Wish you great health ahead.
Regards.
