What Causes Heavier Periods With Cramping?

I had a tubal done 3.5 months ago. Everything was normal until now. My period was 5 days late. Took a urine hcg test, it was negative. Not my period has come, extremely heavy and bright red. Its never been this color- usually dark. I have bad cramping. Is this something I need to be concerned about?
