What Causes Heavy Bleeding Despite Negative Pregnancy Tests?

I have been pregnant before and I know the symptoms. I feel as if I am having those symptoms. I had gotten a light bleeding for about 4 days then 2 weeks later I have gotten a heavier bleeding for about 3 days now. I have taken pregnancy tests and they come out negative. What is the next step I should take?
