What Causes High White Blood Cell Count?

went to dr few weeks ago having problems with shaking and had high white blood cell count of 13 400 the dr never did figure out what it was ran many test only thing he could think of it was a infection i had some were also was sick to stomach and later that day started to vomit but was not running a fever my temp was low at 96.8 i did have a red streak on neck but blood infection test came back ok . the dr thins red steak may have been a scratch but i get them all the time on my body looks like blood spots
