What Causes Hives Like Appearance On The Arms And Stomach?

I have had what I to believe is hives on the inside of my upper arms and the top part of my stomach. I have not had any dietary or medicine changes, or changed my bath soap or laundry detergent. I have been using a topical anti-itch cream but it only helps for a while. Then I itch the rest of the day. This has been going on for 3 weeks. What could be causing it?

1. Do a full blood count with differential
2. Do a stool exam
