What Causes Inability To Lift Arms, Hearing Loss And Labored Breathing?

my dad has ms and i found out today that for a while he could not lift his arms or head, could hear but not respond and had laboured breathing. He has a seizure about a year ago, but could this be the same thing. i've looked for signs of a stroke but he wont go to hospital, please could you suggest some diagnosis?!
