What Causes Intermittent Numbness Around Both My Elbows?

I am a 50 year old female and I am experiencing intermittent numbness around both my elbows and the same down the underside of both forearms. The skin is very mottled on my left arm and hand. I don't know what's causing it. I would be most grateful for any advice you could give me.
