What Causes Irregular Menstrual Periods And Under Developed Breasts?

hello.I am a 24 year-old girl,having problems with mt menstruatons.I have had irregular menses since 1 year ago.and all the cycles are longer than 35 days,about 38-40 days.my new FSH is 10 and LHis 4.4.I;m not married and I have never had an intercourse.I'm 164cm and 55kgr.I have kyphoscoliosis.and I have some problems with my brasts and I think they have not grown completely,but I am not sure!am I infertile?is it a premature ovarian failure.plz help
